The former Education Minister, Dr. Yaw Osei Adutwum, recently claimed that the previous Akufo-Addo government ensured every teacher received a laptop under the “1 Teacher, 1 Laptop” policy before their tenure ended.
Dr. Adutwum made this statement on February 14, 2025, during an interview on Joy News’ AM Show, where he discussed the achievements of the previous government in the education sector.
“Every teacher got their laptop before we left. You can check with the unions, you can check with them and it will be confirmed that everyone got it,” he said.
Fact-Check Ghana has verified this claim, and here’s what we’ve found so far.

When Fact-Check Ghana spoke with the Coalition of Concerned Teachers (CCT), they confirmed that laptops had been distributed but noted challenges with distribution.
“The numbers involved are large, so technically, the laptops have been distributed to everyone. Many teachers were on study leave when the distribution occurred, and by the time the laptops reached their schools, some teachers had stopped teaching,” explained King Ali Awudu, President of CCT.
He added that the Ghana Education Service (GES) instructed teachers who had not received their laptops to report to their district education offices with their credentials.
However, Angel Carbonu, President of the National Association of Graduate Teachers (NAGRAT), told Fact-Check Ghana that the association could not confirm whether every teacher had received their laptop. This is because the distribution process was handled by the Ghana Education Service, not the unions.
“It’s difficult for us to know because the distribution was carried out by the Ghana Education Service on behalf of the government. We, as unions, were not involved in the distribution. It was purely an activity led by GES,” Carbonu explained.
Teachers say they are yet to receive laptops
While some teachers have confirmed receiving their laptops, several others have reported that they still have not. Teachers from schools in Bawku, Tamale, Pusiga, and Keta Senior High Schools, among others, told Fact-Check Ghana that the government has not yet fulfilled its promise.
“I’ve visited the GNAT office in Keta more than three times. I’ve confronted the district secretary and complained to my headmaster multiple times. I even threatened to stop coming to school if I don’t receive my laptop,” said Israel McBruce Adjakpo, a Government and Social Studies teacher at Keta Senior High School, expressing frustration over the delay.
Adjakpo added that 13 other teachers at his school are also still waiting for their laptops.
In conclusion, while the Coalition of Concerned Teachers confirms receipt of laptops for its members, many teachers in senior high schools across the country maintain they have yet to receive theirs. The situation remains unresolved, and teachers say they are waiting for the government to fulfil its promise.
